As stated on the new California Law "Car Buyer's Bill of Rights" taking effect on July 1st,  2006; Used Vehicles labeled as CERTIFIED by a dealer must meet the following requirements:

• Dealer must perform a complete vehicle inspection and provide the customer with a copy of the inspection report.

• The odometer must indicate the actual mileage of the vehicle.

• The vehicle can not be a Manufactory Buyback.

• The vehicle can not be previously damaged by accident, fire, or flood.

• The vehicle's title is not branded Lemon Law Buyback, Salvage, Junk, non-repairable, flood, or similar designation.

• The vehicle was not designated frame damaged or sold "as-is"

• The vehicle has not sustained any reportable accidents.
